If the U.S. side promises to stop sending spy planes close to China's coast, China should return the US plane. Otherwise, China should shelf the matter until the U.S. side makes such promises.

China shall take a very strong position during the negotitation with US on April 18 for the collision between the US spy plane and China flighter jet. The key point of our strong position is withholding that spy plan downed on our land, and major reason of our position is that US has no any reason to send its plane flying so close to our territory and even within our land. Of course, US shall stop its reconnaissance flights close to China's coast, otherwise, China has right to take any military action to protect her own land and space.
The negotitation between two countries shall be only limited within the conflict of collision and shall not relate to any other issues.
