Then, the two huge countries should close the episode quickly, and from now on, either of the two states should not do anything that will hurt their relations.

It is quite clear who was to blame for the collision! It is America's EP-3 that deliberately tried to ram one of two Chinese fighter jets and that one Chinese jet crashed.
