He called for accelerating the adjustment of the economic structure and boosting consumption.

He also called for developing modern agriculture, promoting low-carbon technologies and developing a green economy.

President Hu called for continuing deepening reform and opening-up and "promoting an overall economic, political, cultural and social structural reform."

Hu said, "We need to expand socialist democracy and speed up the construction of a socialist country that is ruled by law, and to allow more democratic elections in accordance with the law, democratic policy decisions, democratic management and democratic oversight and safeguard the people's rights to know, to participate, to express and to oversee."

President Hu called for building a "service-oriented government."

The government should continue to promote social harmony and improve people's living conditions by adjusting the distribution of national income.

He said enterprises should work out better mechanisms to share profits and interests with their employees.
