Medvedev also expressed hope that the next US administration would act to improve relations.
And he suggested it's up to the US to take the initiative.
Dmitry Medvedev, Russia President, said, "We do not have problems with American people. We were not born anti-American. We hope the our partner,the new administration of the United States, will make a choice of fully fledged relations with Russia."
Moscow's announcement has drawn different reactions around the world.
Washington expressed disappointment, reiterating that its missile defense sites in the Czech Republic and Poland are not aimed at Russia.
German Foreign Minister Frank-Walter Steinmeier described the move as a wrong signal that Moscow is sending to the world.
But Polish Prime Minister Donald Tusk believes Medvedev's decision is a political, not a military act. He says he wouldn't attach too much weight to this type of declaration.
