Local government of Qingdao in middle December released a set of opinions on making efforts to promote industrial upgrading, improving employment and fostering entrepreneurship.
The document contains 26 instructions covering employment, mass entrepreneurship and vocational training. It aims to offer guidance in securing employment, and supplying human resources for the economic and social development.
It instructed that administrative approvals should be streamlined; policy incentives should be made available to encourage innovation and entrepreneurship; industrial upgrading and talent cultivation should be coordinated; and targeted measures should be drafted to ensure sufficient employment among various groups including laid-off workers, people living below poverty line, and demobilized military personnel.
It was also stipulated that to improve the ability to predict employment trends and manage unemployment risks, data of employment, macroeconomy, development of various industries should be collected and cross-referenced for analyses. |
