The Standing Committee of the 10th Chinese National People's Congress (NPC) will start its legislative work with a two-day session on April 26 to examine three draft laws.
According to the agenda proposed by the chairman and vice-chairpersons of the 10th NPC Standing Committee on Wednesday, lawmakers in the upcoming session will continue to deliberate on draft laws on citizen's identity cards, on prevention of radiation pollution, and on ports.
Among the three draft laws, that dealing with citizen's identity cards was reviewed and deliberated twice by the Ninth NPC Standing Committee and the other two have been discussed once.
During the session, the lawmakers will also discuss a proposal, tabled by the State Council, on the function of the newly-founded China Banking Regulatory Commission (CBRC).
The CBRC, which will take over the regulatory power from the People's Bank of China, China's central bank, was established in accordance with a government restructuring plan adopted by the 10th NPC at its first session.
In addition, three international pacts are due to be ratified during the session on a good neighborly and amity treaty with Kyrgyzstan, a good neighborly and amity treaty with Kazakhstan, and a cooperative pact with Kazakhstan on the fight against terrorism, separatism and extremism.
Wednesday's chairman and vice-chairpersons' meeting also passed a plan, which includes the inspections to be conducted on the enforcement of five laws and the hearing of a series of work reports to be tabled by the State Council in 2003.
It was also decided to give three lectures on China's legislative and legal systems and legislative principles and on the regulations as well as functions of the NPC and its Standing Committee on the day prior to the two-day session to the NPC Standing Committee members, among whom three-fourths are newly elected.
