Two Goals for Mid-21st Century Henan

The long-range goals, set at the provincial congress of CPC delegates in October 2021, are to build a modern Henan with high quality and high standards by the mid-21st century.

To be specific, by 2035 Henan will become a province strong in economy, culture, ecology, and opening up, a national highland of innovation, and a happy home for the people, and by the middle of this century become a great modern socialist province that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful. There are four indicators to measure whether the goals are achieved – economic development, innovation drive, people's well-being, and green ecology.

By 2035, Henan's per capita GDP will reach 20,000 US dollars, urbanization rate will reach 72 percent, its working-age population will receive 12 years of education on average, the average life expectancy will reach 80 years, non-fossil energy will make up over 30 percent of energy consumption, and the overall labor productivity, R&D investment, and per capita disposable income will reach the national average level. On that basis, a first-class innovation environment, a system of leading industries, a new-type infrastructure system, a pattern of integrated urban-rural development, and supporting institutions and mechanisms for high-quality development will all basically take form. Henan's opening up to the outside world will be on a much higher level, and the quality of its ecological environment, cultural development, people's lives, and Party governance will also all be significantly improved.

These two goals map out the new vista of Henan along with the Chinese modernization and kick off the province's new journey of modernization bearing the imprints of the times and local features.

2021年10月，中共河南省第十一次黨代會立足河南發展新的歷史起點，以前瞻30年的眼光，明確提出錨定“兩個確?！保ù_保高質量建設現代化河南，確保高水平實現現代化河南）的奮斗目標。

按照“兩個確保”的要求，到2035年河南省要基本建成經濟強省、文化強省、生態強省、開放強省和國家創新高地、幸福美好家園，到21世紀中葉建成富強、民主、文明、和諧、美麗的社會主義現代化強省。其指標體系主要包括經濟發展、創新驅動、民生福祉和綠色生態四個方面。到2035年，人均GDP要達到2萬美元，城鎮化率達到72%，勞動年齡人口平均受教育年限達到12年，人均預期壽命達到80歲，非化石能源消費占比達到30%以上，全員勞動生產率、研發經費投入、人均可支配收入達到全國平均水平。在此基礎上，一流創新生態基本形成，主導產業生態體系基本形成，新型基礎設施體系基本形成，城鄉融合發展格局基本形成，支持高質量發展的體制機制基本形成；對外開放能級顯著提高，生態環境質量顯著提高，文化發展質量顯著提高，人民生活品質顯著提高，管黨治黨水平顯著提高。
