China (Henan) Pilot Free Trade Zone

The China (Henan) Pilot Free Trade Zone was inaugurated in April 2017. Covering 120 square kilometers, the zone has three areas in Zhengzhou, Kaifeng, and Luoyang. It is also home to nine special customs supervision zones – Zhengzhou Airport Economy Zone, Central Plains International Land Port, Zhengdong New Area Financial Hub, Zhengzhou Xinzheng Comprehensive Bonded Zone, Zhengzhou Export-oriented Processing Zone, Henan Bonded Logistics Center, Zhengzhou Economic and Technological Development Zone, Luoyang Economic and Technological Development Zone, and Kaifeng Economic and Technological Development Zone.

Since the China (Henan) Pilot Free Trade Zone was established, a group of world-renowned companies have landed their regional headquarters, production bases, and software centers here, attracted by the innovative local policies and services catering to industrial chains and enterprises' concerns. Leading and distinctive industries are beginning to gather in the zone. By the end of 2022, 121,000 businesses had been established here, and its cargo import and export had grown by 23.8 percent annually on average. The zone was home to 16 percent of the foreign enterprises newly founded in Henan and produced 7 percent of the province's taxation and import and export.

In February 2023, a Version 2.0 plan on the zone's development was released by the provincial government, which aimed to enhance Henan's special strengths through institutional opening up and collaborative innovation.

中國（河南）自由貿易試驗區

中國（河南）自由貿易試驗區由國務院于2016年8月決定設立，2017年4月正式掛牌。中國（河南）自由貿易試驗區實施范圍119.77平方千米，涵蓋三個片區（鄭州片區73.17平方千米，開封片區19.94平方千米，洛陽片區26.66平方千米），以及鄭州航空港經濟綜合實驗區、中原國際陸港、鄭東新區金融集聚區、鄭州新鄭綜合保稅區、鄭州出口加工區、河南保稅物流中心、國家鄭州經濟技術開發區、國家洛陽經濟技術開發區、國家開封經濟技術開發區等9個海關特殊監管區域。

自中國（河南）自由貿易試驗區成立以來，三個片區圍繞產業鏈條，聚焦企業關注，持續推進政策創新、服務創新，主導產業、特色產業聚集效應逐步顯現，一批國際化知名企業在片區布局區域總部、生產基地、軟件中心。截至2022年年底，中國（河南）自由貿易試驗區累計設立企業12.1萬家，是掛牌前的4.4倍；貨物進出口年均增長23.8%；以全省萬分之七的國土面積，貢獻了約16%的新設外資企業數、7%左右的稅收和進出口額。

2023年2月，河南省人民政府印發《中國（河南）自由貿易試驗區2.0版建設實施方案》，進一步突出制度型開放和創新協同，提升自貿區建設的河南特色優勢。
