Overall Leadership of the CPC

It is stated in the CPC Constitution that the CPC is the leadership core in pursuing the cause of socialism with Chinese characteristics. The CPC's leadership is the most essential attribute of socialism with Chinese characteristics and the greatest strength of the system of socialism with Chinese characteristics. The Party is the highest force of political leadership. Its leadership is the most distinguishing feature of China's political system. The Party exercises overall, systematic and integrated leadership. Upholding the centralized, unified leadership of the Party's Central Committee is the fundamental requirement.

Overall leadership means that the Party exercises core leadership over all endeavors across every field and aspect of governance, including reform, development and stability, domestic and foreign affairs and national defense, governance of the Party and the state, and the running of the military, guiding the overall situation and coordinating the efforts of all departments.

The Party committees (Party leadership groups) set up in state organs, public institutions, people's organizations, social organizations, enterprises, and other organizations are subject to the unified leadership of the Party committees that have approved their establishment and present regular reports to the latter to ensure that the Party's principles, policies, decisions, and plans are fully implemented in the above-mentioned organizations at the corresponding levels.

黨的全面領(lǐng)導(dǎo)

《中國(guó)共產(chǎn)黨章程》指出，中國(guó)共產(chǎn)黨是中國(guó)特色社會(huì)主義事業(yè)的領(lǐng)導(dǎo)核心。中國(guó)共產(chǎn)黨的領(lǐng)導(dǎo)是中國(guó)特色社會(huì)主義最本質(zhì)的特征，是中國(guó)特色社會(huì)主義制度的最大優(yōu)勢(shì)，黨是最高政治領(lǐng)導(dǎo)力量。

中國(guó)最大的國(guó)情就是中國(guó)共產(chǎn)黨的領(lǐng)導(dǎo)。黨的領(lǐng)導(dǎo)是全面的、系統(tǒng)的、整體的。黨中央集中統(tǒng)一領(lǐng)導(dǎo)是黨的領(lǐng)導(dǎo)的最高原則。

黨的全面領(lǐng)導(dǎo)，是黨對(duì)改革發(fā)展穩(wěn)定、內(nèi)政外交國(guó)防、治黨治國(guó)治軍等國(guó)家治理各領(lǐng)域各方面各環(huán)節(jié)等一切工作的領(lǐng)導(dǎo)，是黨按照總攬全局、協(xié)調(diào)各方的原則，在同級(jí)各種組織中發(fā)揮領(lǐng)導(dǎo)核心作用。在國(guó)家機(jī)關(guān)、事業(yè)單位、群團(tuán)組織、社會(huì)組織、企業(yè)和其他組織中設(shè)立的黨委（黨組），接受批準(zhǔn)其成立的黨委的統(tǒng)一領(lǐng)導(dǎo)，定期匯報(bào)工作，確保黨的方針政策和決策部署在同級(jí)組織中得到貫徹落實(shí)。
