A New Type of Security Partnership

The Eighth Beijing Xiangshan Forum was held in October 2018 under the theme "Building a New Type of Security Partnership of Equality, Mutual Trust and Win-Win Cooperation." The new-type security partnership is a new approach to international security governance responding to the development of the times. 

The approach calls for dialog rather than confrontation, collaboration rather than alliance with some against others, multilateralism rather than unilateralism, and mutually beneficial cooperation rather than zero-sum games. It requires expanded exchanges with other countries and their militaries in various formats, at different levels and through multiple channels to build mutual understanding and trust. It adheres to resolving disputes and differences through dialog and consultation, effective control of risks, and joint actions to counter threats and security challenges and contribute to world and regional peace and stability. 

The goal of building a new type of security partnership is to encourage all countries to free themselves from the straitjacket of old thinking of alliance or confrontation, and embrace an inclusive and constructive approach to developing security partnerships on the basis of equality and mutual understanding - partnerships that accommodate today's trends and do not target an assumed enemy or any third party. It is essential to promote the building of a global community with a shared future, and call on all countries to shoulder their responsibilities and work together to strengthen security cooperation that benefits all, to forge a new form of international relations featuring mutual respect, fairness, justice, and win-win cooperation, and to create a better future for humanity.

構(gòu)建新型安全伙伴關(guān)系

2018年10月舉行的第八屆北京香山論壇，主題為“打造平等互信、合作共贏的新型安全伙伴關(guān)系”。構(gòu)建新型安全伙伴關(guān)系，是順應(yīng)時(shí)代發(fā)展潮流提出的國(guó)際安全治理新理念。主要內(nèi)容包括：提倡對(duì)話不對(duì)抗，結(jié)伴不結(jié)盟，多邊不單邊，互利合作而不搞零和博弈；通過(guò)多形式、多層次、多渠道加強(qiáng)與各國(guó)及其軍隊(duì)的對(duì)話交流，增信釋疑，逐步建立軍事安全互信機(jī)制；堅(jiān)持以對(duì)話磋商妥善處理矛盾分歧，有效管控戰(zhàn)略風(fēng)險(xiǎn)，攜手應(yīng)對(duì)各種威脅挑戰(zhàn)，共同為維護(hù)地區(qū)和世界的和平穩(wěn)定作出努力。

構(gòu)建新型安全伙伴關(guān)系，旨在倡導(dǎo)各國(guó)跳出結(jié)盟或?qū)沟鸟骄剩槕?yīng)時(shí)代發(fā)展潮流，平等相待、互商互諒，探索構(gòu)建不設(shè)假想敵、不針對(duì)第三方、具有包容性和建設(shè)性的安全伙伴關(guān)系，推動(dòng)構(gòu)建人類命運(yùn)共同體，呼吁各國(guó)共擔(dān)責(zé)任，共同走出一條共建、共享、共贏的安全合作之路，促進(jìn)構(gòu)建相互尊重、公平正義、合作共贏的新型國(guó)際關(guān)系，共創(chuàng)人類更加美好的未來(lái)。
