Military Mutual Confidence

Building military mutual confidence contributes to national security and development, and promotes regional peace and stability, inter alia by strengthening communication and mutual understanding, setting limits on military activities, and monitoring and verifying compliance with agreements in force. 

China is committed to building equal-footed, mutually beneficial and effective military mutual confidence mechanisms on the basis of enhanced political mutual trust, with a view to strengthening security for all countries. Such mechanisms should observe equality, respect for each other's core interests and major security concerns, and the principles of not targeting any third country, and not threatening or undermining other countries' security and stability. 

Greater efforts will be made to strengthen strategic consultation and dialog, establish confidence-building measures in the border areas, enhance maritime security dialog and cooperation, boost regional security cooperation, and expand exchanges with other militaries, so as to develop all-dimensional foreign military relations and create a military security setting featuring mutual trust and mutual benefit.

軍事互信

軍事互信是維護(hù)國(guó)家安全發(fā)展和地區(qū)和平穩(wěn)定的有效途徑，包括加強(qiáng)溝通與理解，設(shè)置軍事限制，對(duì)協(xié)議遵守情況進(jìn)行監(jiān)督和檢查等。中國(guó)堅(jiān)持以增強(qiáng)政治互信為基礎(chǔ)，以促進(jìn)共同安全為目標(biāo)，遵循平等協(xié)商、尊重彼此核心利益和重大安全關(guān)切、不針對(duì)第三國(guó)、不威脅和損害他國(guó)安全穩(wěn)定等原則，推動(dòng)建立平等、互利、有效的軍事互信機(jī)制。通過戰(zhàn)略磋商與對(duì)話、邊境建立信任措施、海上安全對(duì)話與合作、地區(qū)安全合作、對(duì)外軍事交往等，全方位發(fā)展對(duì)外軍事關(guān)系，努力營(yíng)造互信互利的軍事安全環(huán)境。
