強化黨政一把手負總責

實現農村貧困人口脫貧，貧困縣全部摘帽，是打贏“十三五”脫貧攻堅戰、決勝全面建成小康社會的第一目標。黨政一把手作為“管總”的負責人，責無旁貸。習近平對于“一把手責任”多次進行論述強調，加強領導是根本，要發揮各級黨委領導作用，建立并落實脫貧攻堅一把手負責制，實行省市縣鄉村五級書記一起抓，為脫貧攻堅提供堅強政治保障。要強化中央統籌、省負總責、市縣抓落實的工作機制，強化黨政一把手負總責的責任制，強化縣級黨委作為全縣脫貧攻堅總指揮部的關鍵作用。各級黨政干部特別是一把手，必須增強政治擔當和責任擔當，以高度的歷史使命感親力親為抓好脫貧攻堅工作。

脫貧攻堅戰以來，各地各部門通過簽署扶貧“軍令狀”、嚴格扶貧工作政績考核、實施“扶貧一把手工程”等方式，不斷強化“一把手責任”。“黨政一把手負總責”體現了脫貧攻堅戰的重要地位，要求各級黨委和政府高度重視扶貧開發工作，將扶貧開發列入重要議事日程，擺在更加突出的位置。“黨政一把手負總責”也彰顯了脫貧攻堅的政治優勢與制度優勢，脫貧攻堅正以前所未有的力度不斷推進，取得歷史性成就。此外，強化“黨政一把手負總責”既需要加大扶貧工作問責力度，也需要加強對扶貧領域違法違紀問題的查處。

Top CPC and Government Leaders Responsible for Poverty Elimination

To lift all people and counties out of poverty is the goal in China's efforts to build a society of moderate prosperity in all respects. Heads of Party committees and governments at all levels must not shirk from their overall responsibility to achieve this goal. Xi Jinping has elaborated on this, highlighting heads of Party committees and governments, their responsibilities and the role of CPC secretaries at five levels in policy implementation.

The working mechanism requires that the central leadership makes overall plans, provincial authorities take overall responsibility, and city and county authorities ensure implementation. This mechanism will be reinforced, as will the system for making heads of Party committees and governments at all levels assume overall responsibility for poverty elimination, and the key role of county Party committees as the general command in the battle. These officials must take on their political duties and tasks with a strong sense of historic mission.

With the introduction of poverty elimination pledges and strict evaluation of their performance, the "first-in-commands" now have a strong awareness of their responsibilities. The emphasis on their duties also mirrors the importance of the battle against poverty, and relevant political and institutional strengths. Accountability will be correspondingly tightened up, and violations of law and discipline will be punished.
