堅持黨對脫貧攻堅的領導
消除貧困就是中國共產黨的初心和使命，不同歷史時期，黨都領導人民以不同方式不斷為實現這一目標而努力。中共十八大以來，脫貧攻堅被納入“五位一體”總體布局和“四個全面”戰略布局進行部署，黨對于脫貧攻堅的領導得以不斷強化，黨的領導力、組織力和戰斗力得以充分運用于打贏脫貧攻堅戰。
黨對于脫貧攻堅的總體把握，確保了脫貧攻堅的方向不偏移，強化了黨是脫貧攻堅的政治保證這一根本認識。特別是在脫貧攻堅任務重的地區，黨委和政府始終把脫貧攻堅作為“十三五”期間頭等大事和第一民生工程來抓，堅持以脫貧攻堅統攬經濟社會發展全局，充分發揮各級扶貧開發領導小組的作用，加強扶貧機構隊伍建設。黨組織體系是脫貧攻堅的組織載體，尤其是基層黨組織的作用突出。正所謂“農村要發展，農民要致富，關鍵靠支部”。
2015年中央扶貧開發工作會議以來，脫貧攻堅頂層設計基本完成，“五級書記”抓扶貧、全黨動員促攻堅的格局基本形成，各項決策部署得到較好貫徹落實，精準扶貧、精準脫貧深入人心。
The CPC Leadership over Poverty Elimination
Eliminating poverty is part of the CPC's mission and aspiration. In different historic periods, the CPC has led the people to work for this goal in different ways.
Since 2012, poverty elimination has been incorporated into China's Five-sphere Integrated Plan and Four-pronged Comprehensive Strategy. The CPC leadership over the campaign has been reinforced, and the CPC's leadership and mobilization capacity have been fully leveraged to ensure victory in the fight against poverty.
The Party's overall command keeps the poverty elimination campaign on the right course and provides a solid political guarantee for achieving the final goal. In places where poverty elimination work is tough, local authorities and Party committees take poverty elimination their top priority and the most important project for improving people's wellbeing during the 13th Five-year Plan period (2016-2020). They focus on poverty elimination in overall social and economic development. The poverty alleviation leading groups at all levels attend to their role, build effective mechanisms, and create a contingent of competent personnel.
Party organizations, grassroots branches in particular, are the organizational medium for carrying out poverty elimination work. Village Party branches are key to rural development and to the common prosperity of rural residents.
Following the Central Conference on Poverty Alleviation and Development in 2015, the top-level strategy for poverty elimination has been completed. A structure has been built with Party secretaries at five levels in charge and the whole Party mobilized, and relevant planning and measures have been implemented. Targeted poverty alleviation and elimination have gained extensive support across the country.
