Running of the Country by the People

In China all power of the state belongs to the people. It is therefore only natural that respect for the running of the country by the people is included as one of the basic policies for upholding and promoting socialism with Chinese characteristics for the new era.

The report to the 19th CPC National Congress emphasized the unity of the leadership by the CPC, the running of the country by the people, and the rule of law as a natural element of socialist political advancement.

Respect for the people’s role in the running of the country ensures the broadest reach, the most practical nature and the greatest effectiveness of China’s socialist democracy in safeguarding the fundamental interests of the people. The purpose of developing socialist democracy is to give full expression to the will of the people, protect their rights and interests, encourage creativity and innovation, and provide an institutional framework that ensures the role of the people.

人民當家作主

在中國，國家的一切權力屬于人民。正因如此，“堅持人民當家作主”成為新時代堅持和發(fā)展中國特色社會主義基本方略之一。中共十九大報告強調，堅持黨的領導、人民當家作主、依法治國有機統(tǒng)一是社會主義政治發(fā)展的必然要求。必須堅持中國特色社會主義政治發(fā)展道路，堅持和完善人民代表大會制度、中國共產黨領導的多黨合作和政治協(xié)商制度、民族區(qū)域自治制度、基層群眾自治制度，鞏固和發(fā)展最廣泛的愛國統(tǒng)一戰(zhàn)線，發(fā)展社會主義協(xié)商民主，健全民主制度，豐富民主形式，拓寬民主渠道，把保證人民當家作主落實到國家政治生活和社會生活之中。“堅持人民當家作主”彰顯了中國的社會主義民主是維護人民根本利益的最廣泛、最真實、最管用的民主。發(fā)展社會主義民主政治，就是要體現(xiàn)人民意志、保障人民權益、激發(fā)人民創(chuàng)造活力，用制度體系保證人民當家作主。
