The Goal of Building a Moderately Prosperous Society in All Respects

On the basis of the goal, set at the 16th and 17th CPC national congresses, of building a moderately prosperous society in all respects, the 18th National Congress of the CPC called for completing this process by the year 2020.

This goal is identified in the 13th Five-year Plan as specific targets for economic and social development in the following areas, by 2020:

? deeper reform to enhance quality and efficiency of development;

? medium-high economic growth, medium-high-end industrial development, and doubling China’s 2010 GDP and per capita income;

? extensive improvement of living standards, completing renovation of run-down urban areas, lifting all rural residents living below the current poverty line out of poverty and eliminating poverty in all poor counties and regions;

? substantial improvement of people’s cultural level and ethical standards, with a public cultural service system in place;

? overall enhancement of the quality of the environment, and developing eco-friendly growth models and ways of life; and

? enhancement of the national governance system and capacity, and well-established systems and structures fully functioning in different areas.

全面建成小康社會新的目標要求

在中共十六大、十七大確立的全面建設小康社會目標的基礎上，中共十八大提出了到2020年全面建成小康社會的宏偉目標?！笆濉币?guī)劃進一步明確了全面建成小康社會新的目標要求，具體包括：堅持發(fā)展是第一要務，以提高發(fā)展質量和效益為中心，全面深化改革；經濟保持中高速增長、產業(yè)邁向中高端水平，實現到2020年國內生產總值和城鄉(xiāng)居民人均收入比2010年翻一番；人民生活水平和質量普遍提高，“十三五”期間基本完成棚戶區(qū)改造任務，到2020年現行標準下的貧困人口實現脫貧，貧困縣全部摘帽，解決區(qū)域性整體貧困；人民文明素質和社會文明程度顯著提高，到2020年基本建成公共文化服務體系；生態(tài)環(huán)境質量總體改善，推動形成綠色發(fā)展方式和生活方式；依靠改革開放推動制度改革，到2020年使國家治理體系和治理能力現代化取得重大進展，各領域基礎性制度體系基本形成，各方面制度更加成熟更加定型。
