The Party's Institutional Development

Institutional development is a long-term, all-encompassing endeavor of vital importance that provides stability and continuance.

Encompassing development of rules and regulations that guide the Party’s exercise of leadership, as well as intra-Party activities, it is an important aspect of Party development, and vital to other Party development activities. It provides an institutional framework with a complete set of norms and directives to guide all programs and initiatives.

The report to the 19th CPC National Congress reiterated the imperative to enhance institutional development, reflecting the Party’s deeper understanding of its vital importance and the need to incorporate it in all Party building activities. Enforcing strict Party discipline requires developing rules and regulations, and confining the exercise of power within an institutional cage. All organs, activities and officials are subject to institutional oversight and constraints without exception.

Institutional development must focus on developing an intra-Party framework of rules and regulations on the basis the Party Constitution and the principles of democratic centralism, with the aim of tightening institutional constraints. Educational outreach must be expanded to raise the awareness of the importance of institutional oversight and constraints, and to help strengthen the theoretical basis for institutional development. Accountability enforcement must be enhanced, and the principle of equality before the rules and regulations in effect must be applied to all with no exception. Clear lines that can never be crossed will be established to ensure the effectiveness of accountability enforcement.

黨的制度建設(shè)

制度建設(shè)是具有根本性、全局性、穩(wěn)定性和長(zhǎng)期性的重大問(wèn)題。黨的制度建設(shè)是指黨在長(zhǎng)期領(lǐng)導(dǎo)工作和黨內(nèi)生活中形成黨的組織和黨的成員必須共同遵守的黨內(nèi)法規(guī)、條例、規(guī)則等黨內(nèi)制度，其既是黨的建設(shè)的一個(gè)重要方面，也是黨的各項(xiàng)基礎(chǔ)建設(shè)的關(guān)鍵環(huán)節(jié)。黨的制度建設(shè)通過(guò)對(duì)各項(xiàng)工作制度化、規(guī)范化，形成黨的一系列規(guī)章制度，從而為黨的其他方面的建設(shè)提供基本遵循和制度保障。中共十九大報(bào)告強(qiáng)調(diào)把制度建設(shè)貫穿黨的各項(xiàng)建設(shè)之中，表明黨深化了對(duì)制度建設(shè)的規(guī)律性認(rèn)識(shí)，更加注重凸顯制度建設(shè)的重要地位和作用。推進(jìn)全面從嚴(yán)治黨，必須堅(jiān)持制度治黨、依規(guī)治黨，把權(quán)力關(guān)進(jìn)制度的籠子，用制度管權(quán)、管事、管人。加強(qiáng)黨的制度建設(shè)，必須建立健全以黨章為根本、民主集中制為核心的黨內(nèi)法規(guī)制度體系，扎緊制度籠子；必須強(qiáng)化制度宣傳教育，增強(qiáng)全黨制度意識(shí)，筑牢制度治黨的思想基礎(chǔ)；必須嚴(yán)格執(zhí)行制度，堅(jiān)持制度面前人人平等、制度執(zhí)行沒有例外，增強(qiáng)黨內(nèi)法規(guī)制度執(zhí)行力，使制度成為“硬杠杠”“高壓線”。
