Internet Plus Plan of Action

The Internet Plus Plan of Action first appeared in Premier Li Keqiang’s report to the annual sessions of the National People’s Congress and the Chinese People’s Political Consultative Conference in March 2015. According to the Plan, the following goals will be achieved by 2018:

– increased use of the Internet in economic and social activities;

– Internet based businesses becoming new drivers for economic growth;

– the Internet playing a more important role in supporting widespread entrepreneurship and innovation;

– the Internet becoming an important means to provide public services; and

– the Internet economy and the real economy growing in parallel and supporting each other.

The idea behind this initiative is that as the world is moving into the era of Internet Plus, China must use its strengths in the scale and utilization rate of its Internet to expand the use of Internet from consumption to industrial production. Such an approach will help accelerate industrial upgrading and enhance innovation capability in different sectors in a way that will create new areas of strengths and new drivers for economic and social development.Faster deployment of Internet Plus is an important move for China as it embraces and leads the new normal in economic development by creating new drivers for economic growth and taking actions to improve quality and efficiency in the Chinese economy.

“互聯(lián)網(wǎng)+”行動(dòng)計(jì)劃

李克強(qiáng)在2015年3月全國(guó)人大和全國(guó)政協(xié)“兩會(huì)”的政府工作報(bào)告中首次提出“互聯(lián)網(wǎng)+”行動(dòng)計(jì)劃。這一計(jì)劃的總體目標(biāo)是，到2018年，互聯(lián)網(wǎng)與經(jīng)濟(jì)社會(huì)各領(lǐng)域的融合發(fā)展進(jìn)一步深化，基于互聯(lián)網(wǎng)的新業(yè)態(tài)成為新的經(jīng)濟(jì)增長(zhǎng)動(dòng)力，互聯(lián)網(wǎng)支撐大眾創(chuàng)業(yè)、萬眾創(chuàng)新的作用進(jìn)一步增強(qiáng)，互聯(lián)網(wǎng)成為提供公共服務(wù)的重要手段，網(wǎng)絡(luò)經(jīng)濟(jì)與實(shí)體經(jīng)濟(jì)協(xié)同互動(dòng)的發(fā)展格局基本形成?？傮w思路是，順應(yīng)世界“互聯(lián)網(wǎng)+”發(fā)展趨勢(shì)，充分發(fā)揮中國(guó)互聯(lián)網(wǎng)的規(guī)模優(yōu)勢(shì)和應(yīng)用優(yōu)勢(shì)，推動(dòng)互聯(lián)網(wǎng)由消費(fèi)領(lǐng)域向生產(chǎn)領(lǐng)域拓展，加速提升產(chǎn)業(yè)發(fā)展水平，增強(qiáng)各行業(yè)創(chuàng)新能力，構(gòu)筑經(jīng)濟(jì)社會(huì)發(fā)展新優(yōu)勢(shì)和新動(dòng)能。加快推進(jìn)“互聯(lián)網(wǎng)+

”發(fā)展，對(duì)中國(guó)主動(dòng)適應(yīng)和引領(lǐng)經(jīng)濟(jì)發(fā)展新常態(tài)，形成經(jīng)濟(jì)發(fā)展新動(dòng)能，實(shí)現(xiàn)中國(guó)經(jīng)濟(jì)提質(zhì)增效升級(jí)具有重要意義。
