The Targets and Requirements for Completing the Building of a Moderately Prosperous Society in All Respects

Proceeding from the goals for building a moderately prosperous society in all respects, as laid out at the 16th and 17th CPC National Congresses, the 18th CPC National Congress proposed the new goal of completing the building of a moderately prosperous society in all respects by the year 2020. The 13th Five-year Plan further spelled out and clarified the targets and requirements for doing so. 

Specifically, these include: 

– carrying out in-depth reforms in all respects by continuing development and focusing on better development quality and performance; 

– maintaining a medium-high rate of economic growth while elevating industries to medium-high standards, so that national GDP and per capita urban and rural incomes both double their 2010 levels by the year 2020; 

– improving the standard of living and quality of life of the people, completing the basic rebuilding of shantytowns within the period of the 13th Five-year Plan, and, by the year 2020, lifting all those below the current poverty line out of poverty and enabling all impoverished counties to be removed from out of that category, thus eliminating region-wide poverty; 

– significantly raising the cultural caliber of the people and of civil behavior in society, and basically completing a system of public cultural services by the year 2020; 

– improving the overall quality of the eco-environment and promoting green development and green lifestyles; 

– using reform and opening up to promote institutional reforms, so that by the year 2020 major progress can be made in the modernization of the national governance system and its capabilities, fundamental institutional systems in all sectors will have taken shape, and institutions in all aspects will be more mature and more fully formed.

全面建成小康社會新的目標要求

在中共十六大、十七大確立的全面建設小康社會目標的基礎上，十八大提出了到2020年全面建成小康社會的宏偉目標。“十三五”規(guī)劃進一步明確了全面建成小康社會新的目標要求，具體包括：努力實現(xiàn)全面建成小康社會目標，堅持發(fā)展是第一要務，以提高發(fā)展質(zhì)量和效益為中心，全面深化改革；經(jīng)濟保持中高速增長、產(chǎn)業(yè)邁向中高端水平，實現(xiàn)到2020年國內(nèi)生產(chǎn)總值和城鄉(xiāng)居民人均收入比2010年翻一番；人民生活水平和質(zhì)量普遍提高，“十三五”期間要基本完成棚戶區(qū)改造任務，到2020年，現(xiàn)行標準下的貧困人口實現(xiàn)脫貧，貧困縣全部摘帽，解決區(qū)域性整體貧困；人民文明素質(zhì)和社會文明程度顯著提高，到2020年基本建成公共文化服務體系；生態(tài)環(huán)境質(zhì)量總體改善，推動形成綠色發(fā)展方式和生活方式；依靠改革開放推動制度改革，到2020年使國家治理體系和治理能力現(xiàn)代化取得重大進展，各領域基礎性制度體系基本形成，各方面制度更加成熟更加定型。
