A holistic view of national security

At the first meeting of the National Security Commission of the CPC Central Committee in April 2014, Xi Jinping emphasized the need to take a holistic view of national security. Through this approach, a full spectrum of security issues are assessed, ranging from personal security, which is the ultimate concern, and political security, which is of overarching importance, to economic security, which underpins all other considerations. Military, cultural and social perspectives reinforce efforts in other areas, and the promotion of international security provides support for measures taken in a national context. Following this line of thinking we are setting out to build a national security system with Chinese characteristics.

The Party's 19th National Congress, in October 2017, confirmed that "pursuing a holistic approach to national security" is a basic policy that underpins the Party's endeavors to uphold and develop socialism with Chinese characteristics in the new era. The Congress report declared, "We must put national interests first, take protecting our people's security as our mission and safeguarding political security as a fundamental task, and ensure both internal and external security, homeland and public security, traditional and non-traditional security, and China's own and common security. We will improve our systems and institutions and enhance capacity-building for national security, and resolutely safeguard China's sovereignty, security, and development interests." This holistic approach symbolizes the CPC's deeper understanding of national security, and is a powerful theoretical instrument to guide related work in the new era.

堅(jiān)持總體國(guó)家安全觀

2014年4月，在中央國(guó)家安全委員會(huì)第一次會(huì)議上，習(xí)近平總書(shū)記提出，必須堅(jiān)持總體國(guó)家安全觀，以人民安全為宗旨，以政治安全為根本，以經(jīng)濟(jì)安全為基礎(chǔ)，以軍事、文化、社會(huì)安全為保障，以促進(jìn)國(guó)際安全為依托，走出一條中國(guó)特色國(guó)家安全道路。2017年10月，黨的十九大將堅(jiān)持總體國(guó)家安全觀納入新時(shí)代堅(jiān)持和發(fā)展中國(guó)特色社會(huì)主義的基本方略，明確提出必須堅(jiān)持國(guó)家利益至上，以人民安全為宗旨，以政治安全為根本，統(tǒng)籌外部安全和內(nèi)部安全、國(guó)土安全和國(guó)民安全、傳統(tǒng)安全和非傳統(tǒng)安全、自身安全和共同安全，完善國(guó)家安全制度體系，加強(qiáng)國(guó)家安全能力建設(shè)，堅(jiān)決維護(hù)國(guó)家主權(quán)、安全、發(fā)展利益。總體國(guó)家安全觀的提出，標(biāo)志著中國(guó)共產(chǎn)黨對(duì)國(guó)家安全的認(rèn)識(shí)提升到了新的高度和境界，是指導(dǎo)新時(shí)代國(guó)家安全工作的強(qiáng)大思想武器。
