Internet Plus Plan of Action

The Internet Plus Plan of Action was initiated by Premier Li Keqiang in his Report on the Work of the Government to the annual session of the National People’s Congress[ABC1] in March 2015. According to a guiding document for the implementation of the Plan, issued by the State Council in July 2015,the following goals will be achieved by 2018:

– increased use of the Internet in economic and social activities;

– Internet based businesses becoming new drivers for economic growth;

– the Internet playing a more important role in supporting widespread entrepreneurship and innovation;

– the Internet becoming an important means to provide public services; and

– the Internet economy and the real economy growing in parallel and supporting each other.

By 2025, the Internet Plus new economic models will initially take shape, and Internet Plus will become an important driving force of China’s economic and social development in innovative ways. The Document also specified 11 actions such as Internet Plus entrepreneurship and innovation, Internet Plus modern agriculture, and Internet Plus artificial intelligence.

“互聯網+”行動計劃

2015年3月，李克強總理在全國人大和全國政協“兩會”的政府工作報告中首次提出“互聯網+”行動計劃。2015年7月，國務院印發的《關于積極推進“互聯網＋”行動的指導意見》提出，到2018年，互聯網與經濟社會各領域的融合發展進一步深化，基于互聯網的新業態成為新的經濟增長動力，互聯網支撐大眾創業、萬眾創新的作用進一步增強，互聯網成為提供公共服務的重要手段，網絡經濟與實體經濟協同互動的發展格局基本形成；到2025年，“互聯網＋”新經濟形態初步形成，“互聯網＋”成為我國經濟社會創新發展的重要驅動力量。改文件還提出了“互聯網＋”創業創新、“互聯網＋”現代農業、“互聯網＋”人工智能等11項具體行動。黨的十八屆五中全會、“十三五”規劃綱要等也都對實施“互聯網+”行動計劃等做了部署。通過實施“互聯網+”行動計劃，全社會興起了創新創業熱潮，信息經濟在中國國內生產總值中的占比不斷攀升。
