Making progress while maintaining stability as the guideline for the work of the government

Since the 18th CPC National Congress, Xi Jinping has, on many occasions at home and abroad, referred to making progress while maintaining stability as the guideline for the work of the government. At each session of the Central Economic Work Conference in the last few years, this has been set as the guideline for work to be carried out in the following year. At one such meeting in December 2016, this guideline was again emphasized as an important principle for the country’s governance and an effective approach to handling the economy.

As we pursue stability, we will focus on achieving steady economic performance, without sharp fluctuations in growth, employment, or prices, and without any regional or systemic risks in the financial sector. Stability is the principle that is important to our long-term goals. While maintaining stability, we need to make progress at the same time in key areas and to the extent that is possible.

When we make progress, we will focus on economic structural adjustment and further reform, to make progress in transforming our growth model and in innovation-driven development.

Stability and progress must happen at the same time in a stable economy and society, in order to create an environment for structural transformation and further reform. And substantive progress must be made in transformation and reform before we can expect positive and stable economic and social development.

穩(wěn)中求進(jìn)工作總基調(diào)

十八大以來(lái)，習(xí)近平總書記在國(guó)內(nèi)外多個(gè)場(chǎng)合談及“穩(wěn)中求進(jìn)工作總基調(diào)”，近幾年的中央經(jīng)濟(jì)工作會(huì)議也都將穩(wěn)中求進(jìn)作為第二年工作的總基調(diào)。2016年12月，中央經(jīng)濟(jì)工作會(huì)議強(qiáng)調(diào)穩(wěn)中求進(jìn)工作總基調(diào)是治國(guó)理政的重要原則，也是做好經(jīng)濟(jì)工作的方法論。堅(jiān)持穩(wěn)中求進(jìn)工作總基調(diào)，“穩(wěn)”的重點(diǎn)要放在穩(wěn)住經(jīng)濟(jì)運(yùn)行上，確保增長(zhǎng)、就業(yè)、物價(jià)不出現(xiàn)大的波動(dòng)，確保金融不出現(xiàn)區(qū)域性系統(tǒng)性風(fēng)險(xiǎn)。“穩(wěn)”是主基調(diào)，穩(wěn)是大局，在“穩(wěn)”的前提下要在關(guān)鍵領(lǐng)域有所進(jìn)取，在把握好度的前提下奮發(fā)有為。“進(jìn)”的重點(diǎn)要放在調(diào)整經(jīng)濟(jì)結(jié)構(gòu)和深化改革開(kāi)放上，確保轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式和創(chuàng)新驅(qū)動(dòng)發(fā)展取得新成效。“穩(wěn)”和“進(jìn)”要相互促進(jìn)，經(jīng)濟(jì)社會(huì)平穩(wěn)，才能為調(diào)整經(jīng)濟(jì)結(jié)構(gòu)和深化改革開(kāi)放創(chuàng)造穩(wěn)定宏觀環(huán)境；調(diào)整經(jīng)濟(jì)結(jié)構(gòu)和深化改革開(kāi)放取得實(shí)質(zhì)性進(jìn)展，才能為經(jīng)濟(jì)社會(huì)平穩(wěn)運(yùn)行創(chuàng)造良好預(yù)期。
