Director of the State Council Legislative Affairs Office, Cao Kangtai, says the rule set guidelines for reconstruction. He added all the measures that the regulation covers will help ensure safety and quality. One highlight is the transitional settlement of quake-hit people.
The rule also stresses the importance of scientific planning and assessment in the rebuilding. It especially focuses on the quality of public buildings. The rule also made clear governments at all levels should regularly publicize information concerning the use of donations and relief allocations.
