At a working conference in November 1978, the CPC Central Committee decided to completely redress unjust, false and wrongful cases that had occurred during the "cultural revolution," reviewing and overturning important cases and events and redressing those wrongly denounced.

By the end of 1982, the reversal of wrong verdicts in unjust, false and wrong cases was concluded.
