China will further enhance social stability by better protecting people's rights and interests to "nip risks of unrest in the bud" over the next five years, according to an official document released?Wednesday.

The document, the Communist Party of China (CPC) Central Committee's Proposal for Formulating the 12th Five-Year Program for China's Economic and Social Development (2011-2015), was adopted at the Fifth Plenum of the 17th CPC Central Committee.

China will smooth and standardize channels for the people to make their appeals and to coordinate and protect their rights and interests, it said.

A mechanism will be set up to evaluate risks of social instability before large construction projects or important policies are launched, it said.

The country will also build a mechanism that combines civil, administrative and judicial mediation in resolving disputes, with the support of the CPC and the government, it said.

China will expand investment in public security. It will strengthen work safety, improve the mechanism to prevent and handle disasters, public health and food safety incidents and social unrest.

The country will better serve and manage its migrant population, enhance police work in urban and rural communities and clamp down on illegal activities to protect the people, it said.
