Hubei is a place where the Three Gorges Project located. More than 260,000 residents at the reservoir head area shall be relocated, involving the Yiling District, Zigui Couty, Xingshan County of Yichang City and the Badong county of Enshi Prefecture. From 1992 till the end of Aug. 2007, in line with the schedule of the Three Gorges Project, more than 250,000 people in Hubei Province are relocated.

The production and living conditions of the relocated migrant see great improvement; County seats and towns in the reservoir area all take on a new a appearance, and infrastructures such as traffics, power supply, postal and telecommunication services are fully restored and improved; the reservoir area economy and society see all-round development; the social life and migrants in the reservoir area are generally stable.

Migrants resettlement, adhering to the principle "People Comes First", is continuously optimized to achieve the best result. Adhering to great agriculture resettlement, combine rural migrant resettlement with the construction of the new socialist rural area to help the reservoir area migrants attain the "Five A" target, that is , each household has a plot of high-yield farming land, a good living environment, a reliable industry, a transferred labor and a biomass pool.

Attach importance to the combination of resettlement planning with the long-term reservoir area development planning, the combination of special item restoration planning with the overall industries development planning, laying a solid foundation for the long-term economic and social development of the reservoir area.

The dual migrants resettlement task and resettlement fund responsibility system is adopted to standardize the management of resettlement work, and always attach importance to the management of resettlement plans, funds, project quality and project as well as the resettlement work monitoring system, ensuring the safety of the resettlement projects, funds and cadres.

Make greater efforts in coupled support to booster migrants resettlement and the economic development of the reservoir. Starting from 1992, a campaign was launched in Hubei province to support the resettlement of Three Gorges Project, and the relevant authorities of the national Government as well as other provinces and municipalities gave their support to the resettlement efforts.

Make good use of the Three Gorges reservoir area industry development fund, with the development of predominant industries as the priority. Establish sweet corn plantation base, high-quality naval orange base, giantarum base, cured tobacco base and swine breeding base; corn pulp processing; and new special porcelain material project, etc., a group of economic growth development of the reservoir area. The GDP, financial revenue and per capita pure income of farmers of the four counties in the reservoir area have seen great increase compared to 1993.

Offer allround post-resettlement support to rural migrants. The support funds are all delivered to individual people. Meanwhile, unified planning is adopted for the arrangement of supports involving the migrants' public facilities, employment training and labor transfer, laying a solid foundation for the orderly implementation of the post-resettlement policies.
